Got these to keep me going through this winter. I also live in Great Britain, so rain is regularly an issue. The difference between these and a generic dry-weather wheel is massive, though not absolute. They do very well on wet or even soaking ground, and are wearing slowly - good news for a skater on a budget or anyone put off by the comparatively higher price of these!
However, on ice, moss, wet metal, etc - one will likely come unstuck. 'Wet skating' - which Torrent wheels enable - necessitates changing one's movements accordingly to try and maximise stability and thus safety (think shorter strides, shallower turns, and generally more upright).
The bottom line is that if you don't want your flow to be grounded when it's wet; buy these wheels. I've learned to skate backwards this winter, and it was on these wheels that I did it.
